The Winchester Police Department reported the arrest of Jimmy Walter Rollins, 44, of Palmer on November 29 on Federal Indictments for eight counts of Child Pornography Production. The indictments were presented by the United States Attorney’s Office in Chattanooga, AUSA John Maccoon. Rollins is facing a minimum of 25 years in federal prison on each indictment. The investigation was a joint investigation with the Tennessee Bureau of Investigation, Federal Bureau of Investigation, and in cooperation with local law enforcement in Grundy County.
The investigation was started by Detective Chris Layne of the Winchester Police Department, ICAC (Internet Crimes Against Children) Unit and he was assisted by TBI Special Agent Larry Davis and FBI Special Agent Scott Barker.
During the investigation, over a dozen children from this area have been identified being sexually exploited by the defendant. Over 300,000 photos and videos were discovered during a search warrant of the defendant’s residence.
Detective Layne processed the evidence and during the forensic process examination identified multiple productions of child pornography and sexual assaults by the defendant on innocent children. Detective Layne has identified 15 children from this area in these productions. The evidence collected has shown the defendant committing these crimes for over twenty years.
Rollins, who runs a business that provides truck transport escort cars, had been arrested on May 18 and charged under Tennessee law with two counts of aggravated statutory rape in an investigation not directly related to the federal charges. That case is pending in state court but set the stage for a federal investigation.
Rollins lived in Palmer with his grandmother, who is in her 90’s, and had raised him since he was 3 years old. Rollins had hid the pornography from her and kept it hidden in his room.
“I want to thank the Knoxville Police Department for partnering with us in the development of the ICAC, Internet Crimes Against Children, Task Force and supplying us with the equipment and training needed to remove these pedophiles from our communities,” said Winchester Police Chief Dennis Young. “I also want to thank the Tennessee Bureau of Investigation, Federal Bureau of Investigation, 12th District Attorney General’s Office, and the Eastern District United States Attorney’s Office for their strong leadership and presence in these investigations. I commend Winchester Detective Layne, TBI SA Larry Davis, and FBI SA Scott Barker for being able to bring Jimmy Rollins to justice.
